In response to both growing demands for municipal services facilities and civic interest in preserving the 19th c. origins of the town, the Herndon Town Council authorized the study and subsequent purchase of a former cement plant site in order to develop a new municipal/civic center. Following an intensive 12 month public planning process, including extensive programming and cost analyses, LaPierre prepared the Development Master Plan and Urban Design Guidelines. The plan prescribes a cluster of five low scale individual mixed-use structures oriented around a new town green and linked to adjacent historic shops and residential blocks. It established design criteria for subsequent building programs, including a municipal building, library, performing arts center, retail space and approximately 800 subsurface parking spaces, and provided the basis for an ambitious park and streetscape revitalization program. When complete, the Civic Center will reestablish the historic town center and reweave the texture of the adjacent historic residential districts.
